DELTA 3.0 PROGRAM - Tax Credit

What is Delta 3.0?

Delta 3.0 is a program of Bancóldex and iNNpulsa Colombia that seeks to provide specialized support in the structuring of business growth projects focused on technological development, innovation and research, with the potential to be a beneficiary of the instruments of Tax Benefits for investment in Science, Technology and Innovation (CTel) of 2020 and the possibility of accessing financing resources under special conditions for investments associated with the R + D + i project.

What does Delta 3.0 include?The selected companies will have the opportunity to structure a research, technological development or innovation project with the support of a consulting team with experience in project structuring, thus increasing their possibilities of accessing the different instruments of tax benefits for activities in science, technology and innovation.
In the structuring process, companies will be able to identify the need or opportunity for the project, justify the innovation, technological development or research that will be carried out, recognizing the benefits and the most relevant characteristics of the project. Also, they will be able to identify and characterize the markets that are related to the project, identifying the pecuniary benefits that it will bring, describe the methods, procedures and different analytical techniques to achieve each of the project's objectives, accompany the company throughout the process of application of the project before the call of Minciencias, including the registration of the projects in the Project Management Information System - SIGP of Minciencias.

Up to 27 small and medium-sized companies will be selected, legally constituted in Colombia and with plans to make investments in science, technology and innovation (STI), classified according to their level of gross sales and the macro-sector to which they belong:

What is the cost of this program?Th

e cost for structuring the project and the support that the company receives is up to $ 23,000,000 (taxes included), of which up to $ 20,000,000 (taxes included (*) are covered by Bancóldex and INNpulsa Colombia; the company will contribute as counterpart $ 3,000,000 (taxes included).
When the projects presented before the call for tax incentives of MinCiencias are approved, that is, that the deductibility quota is assigned, the companies will recognize and pay the consultant a success commission that will not exceed 3% of the approved value of the project.

What does Delta 3.0 mean?

The Delta 3.0 Program is promoted by the Ministry of Commerce, Industry and Tourism, Bancóldex and iNNpulsa Colombia to provide 47 Small and Medium-size Enterprises - SMEs with specialized technical support in order to structure their business projects with Research, Technological Development and Innovation (R+D+i) components to be applied for the different tax benefit instruments of the Ministry of Science

Who is this program for?

Up to 47 Small and Medium-size Enterprises, legally incorporated in Colombia, reporting income tax and planning to make investments in science, technology and innovation (STI), will be selected and classified according to their gross sales level and the macro-sector to which they belong.

What does Delta 3.0 include?

The selected companies will have the opportunity to structure a research, technological development or innovation project with the support of a consultant team with experience in structuring projects, thus increasing their chances of accessing the various tax benefits instruments for science, technology and innovation activities.

As far as structuring processes is concerned, companies will be able to identify the project need or opportunity, justify the innovation, technological development or research to be carried out, by recognizing the benefits and the most relevant project characteristics. They will also be able to identify and characterize the markets correlated with the project by identifying the financial benefits the project will bring about, as well as to describe the methods, procedures and different analytical techniques to achieve each one of the project's objectives. The companies will receive support throughout the project application process before call from the Ministry of Science, including the project registration in the Project Management Information System - SIGP of the Ministry of Science

 How much does this program cost?

1. The project structuring and the support provided to the company may cost up to $23,000,000 (taxes included). Bancóldex and INNpulsa Colombia will pay up to $20,000,000 (taxes included (*)) and the company will make a contribution of $3,000,000 (taxes included).

2. Once the projects submitted before the tax incentive call from Ministry of Science are approved, that is, when the deductibility quota is assigned, the companies will accept and pay the consultant a success fee that will not exceed 3% of the approved project value.

(*) The contribution from Bancóldex and INNpulsa may be less depending on the offer presented by the consultants.

What is it about?

Specialized support to identify and structure business projects with innovation and/or technological development components. These projects may additionally apply for tax benefits and a financing offer in preferential conditions.

It is aimed at:

Companies (with annual sales of more than 7 billion pesos), which may have initiatives that are likely to become investment projects with R+D+i components to be executed during 2019, located or domiciled in Valle del Cauca and Antioquia.

Open call for the selection of beneficiary companies (Valle del Cauca until April 17, 2019 and Antioquia until April 25, 2019)

Specialized technical support for the technical and financial structuring of projects related to energy efficiency, non-conventional energy sources and waste recovery so that companies may have information validated by experts and they can make investment decisions.
